The public and members of our communities were facing an unprecedented challenge with the recent COVID-19 pandemic. The crisis further exasperated our current healthcare challenges and we needed to act with urgency. Abel demonstrated his commitment in supporting and leading on initiatives that help our residents access the healthcare services they need, and efforts that help our community remain safe and healthy. Coming from a family that survived being infected with COVID-19 despite having complications, Abel knows from personal experience the impact it has on working families and their health.
The closure of Doctors Medical Center in San Pablo has had a significant impact on our city and across West Contra Costa County. Abel is passionate about restoring medical services to the City of San Pablo and to our region. He values and supports the relationship the City has with the county and other community-based organizations in our joint effort to curve the impact caused by the closure. Abel is committed to fighting for increased access to medical health services and opportunities for the public.
We need to act in order to protect our residents, that includes those who are housing insecure, low-income, seniors, and our community members who have health conditions with increased risk. Housing, and keeping people housed, remains a top priority.

• Authored the City of San Pablo’s Eviction and Rent Increase Moratorium
• Created a $500,000 local housing grant assistance program to help eligible San Pablo families impacted by COVID-19 receive financial aid to help pay their rent, mortgage, and utilities
• Advocated and fought for a comprehensive eviction and rent increase moratorium during Covid-19 crisis
• Stood in solidarity with San Pablo families and community-based organizations in protecting residents from rent gouging and violators of AB 1482.

The pandemic made it abundantly clear how important it was to act with urgency to support our local businesses and working families. They were challenging times, and Abel was committed to helping our community rise above it. He is proud to come from a labor-strong family and supports economic development opportunities in the City of San Pablo. He has previously supported, and will continue to support, programs and efforts with the goal of assisting our local businesses and residents to remain and thrive in our community. Businesses around the country have struggled to stay open. They faced challenges to keep their employees and customers safe, and experienced financial shortfalls due to the recent crisis. This is why he is proud to have supported the San Pablo Back to Business (B2B) Grants, which provides financial assistance to business in our city. Abel is always looking for new and innovative ways to stimulate our local economy.

As the youngest Councilmember to serve in the history of the City of San Pablo, Abel is committed to bringing in fresh perspectives informed by his experience being born and raised in this community. In 2007, Abel tragically lost his childhood best friend to gang violence and committed towards using his lived experiences to influence public policy, programs, and initiatives at his school and in the community. While at Richmond High School, he notably Co-founded both the City of San Pablo and the West Contra Costa Unified School District Youth Commissions. As a young leader who also currently serves as the Regional Liaison for our CA State Superintendent of Public Instruction, Abel wants to ensure that our youth have better opportunities, resources, and outcomes.
Abel has long believed in helping our community attain a higher education. He is proud to help create a pilot scholarship program using ARPA funding to help high school seniors or recent GED graduates from the City of San Pablo seeking a higher education or trade school school experience. Abel is passionate in helping our community reach their education and career goals. He is also in the process in developing a long-term scholarship program that has sustainable funding to keep this pilot program in existence for many years to come.

While serving on the council, Abel has fought and passed policies to challenge evictions and rents increases during the pandemic, and created funding opportunities for eligible San Pablo families to get help with paying their rent, mortgage, and utilities. We need to continue valuing our seniors and provide the resources they need to remain healthy, housed, and served. Most of our seniors are on fixed income, have health-related challenges, and live's have been significantly impacted as a result of COVID-19 . Abel supports senior affordable housing, our senior center, programs and services that enrich the quality of life of our elderly.
Seniors are the group of people most targeted by those who commit fraud. One in five seniors will be a victim of fraud, and that number might be low given the new tactics. With this in mind, Abel has helped host Senior Scam Stopper Seminars in San Pablo, to arm our seniors with knowledge & resources to protect themselves from scams.

My name is Abel Pineda and I’m the youngest elected official and now Mayor to serve in the history of the City of San Pablo. Since 2019, I’ve had the privilege of serving the public and the city that I was born and raised in. I have had the honor of serving east bay communities when I worked for the California State Assembly acting as the Principal Field Representative for various legislators. I also currently serve the state as the Northern California Regional Field Liaison for State Superintedent of Public Instruction Tony Thurmond.
In that time, I have successfully authored and supported initiatives to meet the needs of our most vulnerable residents—that includes efforts to keep our residents safe, housed, working, and thriving. Some of my recent efforts include:
• Creating a $500,000 local housing grant assistance program to help eligible San Pablo families impacted by COVID-19 receive financial aid to help pay their rent, mortgage, and utilities
• Authoring the City of San Pablo’s Eviction and Rent Increase Moratorium
• Advocating and supporting the creation of a Education & Workforce scholarship program to provide financial assistance to San Pablo residents seeking to pursue a higher education or advance their careers.
• Leading the effort for the adoption of a City of San Pablo Diversity Policy and membership in Government Alliance on Race and Equity (GARE) Cohort.
• Supporting initiatives that have the potential to bring in revenue for resources and opportunities important to our community and public
• Supported the creating of the San Pablo Back to Business (B2B) Grants that provide financial relief and assistance to San Pablo businesses.
My goal is to do everything in my power to lift up my community through progressive policies and action. As the youngest person to have ever served on the City Council, I hope to continue bringing in fresh perspectives on the issues that affect our residents.
